Why this recipe works

They look almost the same. They cook nothing alike. Rice flour is milled raw for appam and kozhukattai; puttupodi is slow-roasted before milling, and that roast is what keeps puttu soft instead of dense. If your puttu turns out hard, check the pack first: it may say rice flour where it should say puttupodi.
